Think of Cedarfield Plantation Homeowners Association as a municipality. No one individual in our little ‘town’ is any more important than their neighbor. All residents have opportunities to provide equal input in the operation of the neighborhood through the committees or by being elected to the Board. In the coming years Cedarfield Plantation will com under increasing pressure from newer developments to improve and maintain what it has. Only through teamwork, pride in our community and responsible enforcement of the covenants/restrictions can we protect our property values. Animal Control Laws

Licensing
Beginning July 1, 2001, the town of Huntersville will offer full-service animal control. This means that our residents no longer have to register their dogs and cats with Charlotte-Mecklenburg Animal Control. Registration will be annual and there will be no cost. Registration cards will be available at the police department and both animal hospitals in town. Simply have someone at the veterinarian's office verify an up to date rabies inoculation or bring the paperwork to the police department and one of the employees will verify it for you.

Leash Law
The City of Charlotte and Mecklenburg County have strict leash laws that apply to all animals except cats (see the nuisance animal section for laws pertaining to cats). Animals must be on a leash, contained within a fence or an operable and marked invisible fence. An animal may be loose in its own yard if there is an adult (18 years or older) present with the animal and the animal responds to direct verbal commands of the person.
All regulations aim to protect the health and safety of our citizens. Please be a responsible pet owner and abide by the law. Violations will be investigated and stiff fines may be applied. Fines range from a $50.00 citation for the first violation and up to a $500.00 citation and permanent seizure of the animal for a fifth violation.

Common Area Regulations

No signs of any kind are permitted at the main entrance at McCoy road and Stratton Farm Road with the exception of temporary information signs such as yard sales, etc.
Any real estate signs may be removed at the discretion of the board or property manager. A generic “Homes for Sale” sign will be placed at village entrances by the board or manager whenever it is appropriate. (i.e. For Sale by Owner home).
Signs such as those for a yard sale, lost animal, etc. must be removed within 48 hours from any common area or village entrance.
Vehicles are not permitted to be parked on any common property, other than the swimming pool parking lot, for any purpose other than for attending a neighborhood event.
Animal owners are responsible for cleaning upafter their animals on any common property.

Pool Rules

- Use of Kiddie Pool limited to preschool children.
- Running, rough of boisterous conduct will not be tolerated.
- No floats or other inflatable devices are allowed in the pool except personal floaties for preschool children.
- There will be an Adult Only Swim called at the last 10 minutes of every hour. Everyone under 16 years of age MUST exit the pool at this time.
- Adminssion shall be refused to anyone with skin abrasions, colds, coughs, inflamed eyes, infections or wearing bandages.
- NO DISPOSABLE DIAPERS ALLOWED IN POOL - Children who are not toilet trained MUST wear plastic pants. “Swim Diapers” will only be allowed if lined with plastic.
- NO GLASS CONTAINERS OF ANY KIND ALLOWED IN POOL AREA.
- NO PETS ALLOWED INSIDE POOL FENCE or tied to pool fence.
- All bathers must shower before entering pool.
- The Homeowners Association will not be responsible for loss or damage to personal property.
- No abusive or objectionable language will be permitted.
- No unauthorized person allowed in or near filter room or guardroom at any time.
- Only bathing suits permitted in pool. The wearing of Burmuda shorts, jeans, etc. is forbidden. No cut-off pants permitted.
- Children 10 years old and under must be accompanied by an adult.
- Keep off lane markers.
- No open display of alcoholic beverages.
- Non-adult swimmers must demonstrate to the Lifeguard their swimmer ability.
- Pool Committee members and Lifeguards are empowered to enforce pool rules.

Satellite Dish Regulations

- Dishes will be a maximum of 1 meter in diameter.
- Dishes will be placed in locations not visible from the front of the house.
- Attach to chimey, but not protrude above chimney.
- Attached to back/side of home, below roof line.
- In backyard and shielded with shrubbery.
- Installed in homeowner’s attic.
- All satellite dishes and installation locations must be reviewed by the Architectural Control Committee. Any dish systems which are not approved and do not meet these guidelines will have to be removed or relocated at the homeowner’s expense.

Annual Assessments

2009 Annual Assessments
As members of the Association, all residents of Cedarfield Plantation are required to pay annual assessments of $375. These dues are payable in five monthly installments, January-May or one lump sum.in January.
The Board of Directors is responsible for budgeting all maintenance of common property within the Association including, but not limited to: maintenance and landscaping of common areas, swimming pool, sidewalks, plantings at village entrances, underground irrigation, etc. Funds are also used for social functions, neighborhood newsletter, and as necessary, legal fees incurred in the protection of the neighborhood.
The annual budget structure provides money for an unallocated reserve fund, which is designated by the Board of Directors, as an emergency fund of sorts. In the event of any natural disaster or through the course of regular wear, all Association properties including the swimming pool, sidewalks, common areas, etc. are the responsibility of the Association to repair. Therefore, the Board of Directors is strongly committed to building sufficient cash reserves for the replacement or improvement of amenities now in place, or to build amenities in the future. Proper care and maintenance of all common areas is a key factor in the protection and enhancement of our property values.
Delinquency Fees
A delinquency fees for late payment of annual dues was begun in an effort to collect dues in a more timely fashion. Because of the high rate of success, this process will continue. A $15 penalty will be added to the assessment, by the Property Manager, for each payment received after the 15th of the month in which payment is due. An additional $15 fee will be added for each subsequent month in which payment is not received by the 15th of the month. These delinquent accounts will continue to accrue on a monthly basis, until payment is made in full. Delinquent charges are necessary for the encouragement of timely payment of assessment installments.
If necessary, legal action will be taken by the Board of Directors against any property owner to collect delinquent assessments. Additionally, the member in question will be responsible for any legal fees incurred by the Association in the collection process. In all pending legal matters, the Board of Directors, through it’s management company, will notify the member in advance, in an attempt to avoid legal action. Members whose assessments are delinquent will also be barred from the use of the amenities mandated in the covenants.
Additionally, legal action may also be taken in the event of refusal to comply with the covenants and restrictions. It is the responsibility of each member to obtain his or her own copy of all documents governing the neighborhood. If any member does not have copies of all documents, they should contact their closing attorney. If that fails, contact the Property Manager.
